Subject: Measures for Stakeholder Participation 

In order to establish measures that ensure the participation of faculty members, staff, students, service recipients, service users, employers of graduates, and other stakeholders in the administration and operations of the University — thereby promoting efficiency, transparency, accountability, and good governance — Prince of Songkla University hereby issues the following measures for stakeholder engagement: 


1. The University shall ensure transparent administration and create opportunities for faculty members, staff, students, service recipients, service users, employers of graduates, and other stakeholders to participate appropriately in the University’s operations and activities according to relevance and necessity in each mission area. 

2. The term “stakeholders” refers to persons who are, or may unavoidably be, affected by the University’s operations, whether such effects are beneficial or adverse. 

3. All University units shall review and identify stakeholders or affected parties in every mission or activity that may have an impact on individuals, communities, society, or the public. 

4. Each university unit shall establish appropriate methods for stakeholder participation or for those affected by its operations, following these guidelines: 

- Providing information or feedback – Allowing stakeholders or service users to share information, opinions, or suggestions through various channels to improve and enhance operations or service quality. 

- Collecting public opinions – Conducting surveys, consultations, perception assessments, or satisfaction evaluations to gather stakeholder feedback. 

- Building collaboration – Integrating cooperative work, forming partnerships or networks, signing memorandums of cooperation (MOUs) or memorandums of understanding (MOIs), and organizing University Social Responsibility (USR) activities. 

- Participatory roles in operations – Involving stakeholders as members of committees, working groups, or as participants in relevant activities or projects. 

- Other appropriate approaches or methods – Implementing any additional participation mechanisms deemed suitable for the context of the operation. 

5. Each university unit shall support and promote stakeholder participation as outlined in item 3 by establishing policies, guidelines, procedures, and responsible personnel, as well as allocating budget and necessary resources to facilitate implementation. 

When a unit organizes an activity or project involving stakeholder participation as described in item 4, it shall publicly disclose information about the activity or project to ensure transparency. 

6. The head of the unit or the vice president overseeing the area shall encourage and promote stakeholder engagement in accordance with the principles and criteria set forth in this announcement. 

7. The Director of the Office of the President shall be responsible for enforcing and overseeing compliance with this announcement.
