Have elected representation on the university’s highest governing body from: students (both undergraduate and graduate), faculty, and staff (non-faculty employees)

Prince of Songkla University (PSU) ensures inclusive governance by incorporating elected representatives from various university constituencies into its highest governing body, the University Council.  

Powers and Duties of the University Council

        According to the Prince of Songkla University Act of 2016 (B.E. 2559), Section 23, the University Council has the authority to oversee the general operations of the university. This authority includes:

  1. Formulating policies and development plans for the university.
  2. Issuing university regulations, rules, and announcements for the benefit of university operations, and delegating the issuance of regulations and rules to specific university units when necessary.
  3. Issuing regulations concerning university personnel management.
  4. Issuing regulations on university administration, finances, procurement, and property management.
  5. Approving academic programs, including the introduction, revision, merger, or cancellation of academic programs.
  6. Approving affiliations, joint education programs, or termination of affiliations and joint programs with higher education institutions or other entities.
  7. Approving the granting of degrees, diplomas, and certificates by the university or in collaboration with other higher education institutions or research institutes, as well as awarding honorary degrees.
  8. Approving the establishment and dissolution of university campuses.
  9. Approving the establishment, merging, or dissolution of university divisions, and the restructuring of internal units within such divisions.
  10. Approving the university’s revenue and expenditure budgets.
  11. Establishing policies and methods for generating income, securing funding, and obtaining other resources.
  12. Approving borrowing and lending activities, equity participation, partnerships, investments, or joint ventures as per Section 14 (5).
  13. Approving the establishment or dissolution of legal entities, or joint establishment with other individuals, as per Section 14 (12).
  14. Considering and nominating for royal appointment, as well as the removal of the University Council President, distinguished University Council members, the Rector, professors, and honorary professors.
  15. Appointing and removing vice rectors, deans, institute directors, department heads, and other officials with equivalent ranks, including emeritus professors, associate professors, assistant professors, and special academic positions as specified in Section 63 (3).
  16. Monitoring and evaluating the performance of the Rector.
  17. Endorsing the university’s annual report and submitting it to the minister for acknowledgment.
  18. Appointing committees, subcommittees, or individuals to perform tasks within the authority of the University Council, and delegating tasks to these committees or individuals, who must report to the University Council.
  19. Carrying out other duties related to university affairs that are not specifically assigned to any other individual or entity.

This outlines the broad responsibilities of the University Council in managing and overseeing various aspects of university governance, academic operations, financial management, and strategic planning.
